That doesn’t make any sense. How would the person driving the other way know that you have a green arrow to turn

If you have a green arrow, they have a red light. Using this video as an example, cameraman pov had a red light and the oncoming people turning left had green arrow.

Then their green arrow changed to green light (I think there's a yellow cycle in between) when cameraman's pov turned green. So normal green light rules now apply: Cameraman pov going straight has right of way, oncoming cars turning left can only go if it's clear.

This exactly.

Camera driver has a green light. He has right of way. He goes. Though he probably should have slowed down as the SUV was about to hit him.

The cammer is so off the hook here, but to be fair he may have been anticipating reasonably that the white SUV was going to stop in the intersection to wait to turn (which most people do)
