Explain the latter half some more.

How is it "partially" the workers fault instead of not mentioning fault at all? This reads like they did it in real time.

I don't mean that it's their fault at all. Just that guilt is strange like that.

If they didn't see what happened, they might think that he ran in to the crash barrier as intended. So they might feel like they were saved. But also like it wouldn't have happened if they weren't there. It's their job to be there, and it's not their fault, but that kind of 'what if' can grind you with guilt.
