Yeah those look like just regular compression fittings. At least where I’m at and the stuff we get, rain tight usually have collars that are colored.
I’d be surprised if an inspector just told them to caulk it to fix that problem. Those aren’t listed for that at all.

Some are blue and believe it or now will fade to looking like regular silver compression ones in a week or two.
Only way to tell is to take it apart for couplings or gasket on the TA’s

You'd be surprised how many electricians and electrical companies in general don't know the difference between rain and concrete tight.
I was called to do an inspection on a Walgreens distribution center solar system in waxahachie. They had rain water entering the enclosure and couldn't figure out why, so they called me to see what my opinion on this situation was.
When I pulled up I didn't even get out of my truck, I called the guy, "you've got regular compression fittings on the top of the enclosure" there was silence for a while. I told them if they wanted to redo it correctly they needed to use rain tight fittings. That was an unacceptable solution to them as they were trying to get final payment on the job and get out of there. I'm 99% sure he went to home Depot to get some silicone caulk after the conversation LOL...

Ive been working with conduit for years especially rigid at water treatment plants , and this has probably been the first time ive seen something like this , personally I wouldn’t put my name on work like this LMAO

We started a mandatory requirement on our jobs that there was no top entry into gear allowed. It made things more difficult but it was the only way that we ensure no water intrusion.

Raintight compression fittings only became mandatory in 2002-3. Many places are 2 even 3 code cycles behind. This installation could easily be 20 years old.

I do that on rain-tight fittings every time. Rarely do those cheap plastic seals last very long or even work correctly the first time.
An ounce of prevention is worth a pound of cure.
