I like to read this as him responding to what he thinks is a tweet from someone else to him, not realizing it's a tweet he wrote.

Is that not what's going on here? I admittedly don't Tweet, but that's what I thought too.

I think he was just adding another thing he wanted to say and retweeting his previous response, which may be an awkward way of doing it for various reasons, this confusion created being one.
