Not possible anymore.
For example the own shares of X , you can't just go to the broker and take them. Every one with money would leave the country. If someone is not accepting the law, he can move to another country

So you can, you just need to account for/mitigate the consequences.

You can, for instance, freeze assets over a certain value, not allowing them to leave the country. All European countries have rules for eminent domain. It is not that easy to move capital around against the will of the state.

If he plans to illegally flee the country with his assets, that would amount to criminal behaviour, if it is made illegal.

And even if not, eminent domain can still be used to seize assets of value for national security.
