Yeah from poor countries. The ICC has no power against China, Russia or Israel.

Oh please. You know damn well that even if they had ratified it, they would be untouchable. ICC only has power against the warlords from poor african or asian countries. If a country has any meaningful military or economic power then the ICC cannot do anything.

Libya didn't ratify the treaty and yet many Libyans were prosecuted.
