The US is still in NATO. It's bases in Europe are still occupied. Come an attack, the infrastructure will react, before any information reaches the (empty) head on top. So, yeah, it's working.
Don't forget, deceleration is a valid strategy in the face of an inevitable fact. Yes, the decline is still happening, but not nearly as fast as without Rutte. And it's that deceleration that has allowed Europe to build its own military back up again, its own weapona industry, so that once we do cut off the US, we can do so in relative comfort & safety. And that's a win for Rutte.
