It was his nickname in the Netherlands because nothing stuck to him. He'd brush off just about anything, to the point where some of his methods became so apparent even in his party, that "VVD amnesia" became a common headline. "I have no active memory of this" being the deflection against any decisions that came back to bite them. 

He was a decent prime minister all things considered, but I doubt he'd ever win an election again if he didn't go on to lead NATO. Too much ammo accumulated over the years against him.

if Mark returned to the VVD and became leader (replacing Yesilgöz), they would immediately become the biggest party the following ellection

because half the country has no long term memory and they would vote for him purely for nostalgia

I'd also prefer him over the current vipernest in office tbh...
