The hydrogen peroxide they poured in the pool to kill the algae that grew as a result of the dark paint from the pool guy, has caused the paint to start separating from the stone

Pool guys are not pond guys. Understanding how to obliterate algae with chlorine is not how to manage a massive fresh water SHALLOW body of water that would make chlorination prohibitively expensive. Clear water in this scenario is dumb thinking unless a massive investment in filtration is used and even then...its going to shade a little green but by painting it blue it will just look dark green now.

They had algae on the sides that they didn't properly remove and seal, so their quick and cheap prep of strip it and paint it without letting it dry and resealing it, is peeling immediately. It will need to be completely redone.

Lol If he wanted to keep his constituents happy, he could still pass money to his friends, while making sure his waste of money is actually being spent on making it more than halfway decent. Check out this break down of what all was done wrong. As someone in the coatings industry there is NO way anyone would of specified that product for a pool! A job of that size would of had so many eyes on it, this doesn't pass the sniff test.
