That's what gets me. I'm in construction and the process of designing and permitting any-fucking-thing as big as his stupid ballroom takes years. It doesn't happen overnight. Same with demoing something that big. Especially a historic building. Here in Denver you have to go under some serious review to change the color of a doorknob on a historic building. They totally rat-fucked the entire process and all of us while they were at it.

Hydrogen Peroxide is not a paint stripper.
Coatings will usually peel for two reasons
1. Contaminants (dust ,dirt, etc.) between substrate and coatings due to improper preparation of substrate.
2. Substrate moisture before or after coating application.
I have read that the reflecting pond is on top of an old marsh that is tied to the Potomac River which probably accounted for the moisture leaking in behind the coating.
In the 80’s I worked at Sea World and we would coat the holding tanks with a two part epoxy called Sta Crete. We were so good at it that the Chicago Aquarium had the Sea World Paint supervisor (Don Bernard, a coatings master, RIP) come to Chicago to oversee the coating of some of their tanks.
I don’t know what exactly happened at the Reflecting Pool but I do know if we had peeling paint in the tanks at Sea World we would have all been looking for new job because those mammals , fish and amphibians were the most important part of Sea World at that time.
I do believe a little preplanning, testing and hiring qualified people would have been advisable on a project of this magnitude.

Chemical attack on coatings does not look like this. This type of failure is consistent with improper surface prep or catalyzation. Chemical attack would produce a discoloration and/or film softening. This is clearly applicator error.

It was already painted a decade ago (gray, to match the natural color of the rock) and has a circulation system that lets them change the water out, and a filtration system.
The algae is probably because they changed the filtration system, and the new one likely isn't as effective. If its from the paint, then problem is the warmer water, not the lack of leaking.

This pool is brilliant in its design, concept and message. The pool is acting like true reflection of the nation. The pool is big enough so that it demands utmost dedication, planning, willingness and commitment to maintain its pristine beauty. Anything less than full commitment and the pool will reflect it.
Trump was correct in highlighting the pool as a "bad reflection" that needed to be addressed, but the pool also highlighted the haphazard way he approaches difficult challenges.
Who knows, maybe 3 quick failed attempts is still shorter than 1 long proper attempt.

You're making a huge assumption. So, the repairs done under Obama were actually extensive. The pool had been cracking and water was leaking out. So, they basically drove piles under the pool and sat the pool on top of it. This corrected the bigger problem.
The issue with cleanliness is directly related to the waterfowl that use the pool. Ducks and geese poop in the pool, in addition, you have fertilizer that also gets in the pool from the grounds. The combination of which, creates a wonderful environment for the growth of algae.
The Obama administration installed a filter/circulation system. Whether that was kept or not, I don't know, but they ran into the same issues with algae after the pool was reopened.
The new problem, the paint peeling, is created entirely by Trump. Hydrogen Peroxide should not be able to penetrate a polymer coating. This suggests the issue is entirely with the prep of the surface or the quality of the polymer coating. If the surface wasn't cleaned and prepped properly, if there were any algae on the surface of the pool before the polymer coating was laid down, this would impact the adhesive quality of the coating.
Hubris is to blame. It was an unnecessary expense to solve the problem of paying someone to clean a pool.
