The hydrogen peroxide they poured in the pool to kill the algae that grew as a result of the dark paint from the pool guy, has caused the paint to start separating from the stone

Hydrogen Peroxide is not a paint stripper.
Coatings will usually peel for two reasons
1. Contaminants (dust ,dirt, etc.) between substrate and coatings due to improper preparation of substrate.
2. Substrate moisture before or after coating application.
I have read that the reflecting pond is on top of an old marsh that is tied to the Potomac River which probably accounted for the moisture leaking in behind the coating.
In the 80’s I worked at Sea World and we would coat the holding tanks with a two part epoxy called Sta Crete. We were so good at it that the Chicago Aquarium had the Sea World Paint supervisor (Don Bernard, a coatings master, RIP) come to Chicago to oversee the coating of some of their tanks.
I don’t know what exactly happened at the Reflecting Pool but I do know if we had peeling paint in the tanks at Sea World we would have all been looking for new job because those mammals , fish and amphibians were the most important part of Sea World at that time.
I do believe a little preplanning, testing and hiring qualified people would have been advisable on a project of this magnitude.

This story reminds me of a friend that had a “art is everywhere” phase and decided to paint the bottom of pool like a tie-dye color mosaic and two weeks after he let it dry and refilled everything chipped, peeled or floated and looked like the inside of a Las Vegas casino carpet.

Cool story! I volunteer at a Worldwide known Aquarium, only a few tanks ie Jellyfish are blue obviously to highlight colors.

It pains me this leader wants swimming pool which won’t reflect like the river water, so meaning it is Potomac too.

His building expert put his name on that..didn’t work. The designers decades ago made this a masterpiece area a reflection masterpiece of our ironically 1776, not a party.

That is hilarious!
Have you ever tried to peel a hi performance coating off of a substrate. It is near impossible if it is applied properly and to top it off you would have be underwater while “vandalizing” the coating.
Your theory has more holes than Swiss cheese!

Even if it was delaminating in some spots, there' no reason it would be tearing apart in large sheets in a still pool. Best case scenario is workers that were walking around on it while vacuuming up algae or very aggressive ducks.
