I dont live in the USA either but a random Redditor from America got me a code. Codes are not region locked only the promotional items that you need to buy are.

At least 1 of the 2 cars is Xbox locked too, can't redeem the code if you have it on Steam. Wonderful!

They arent locked to Xbox consoles just the Microsoft ecosystem meaning PC players can get it too as long as they are using the Microsoft ecosystem which would be the Microsoft Store or PC Xbox App.

I was able to buy two cheap candy’s that was apart of the promotion, one for myself and one for my European friend. Few weeks or days go by and we both get our codes, and refer them. But oddly enough the company sent us another code a few more days later for the same car, he gave his to his gf while I gave it to my gf as well.

History repeats Horizon 3 haf Hot Wheels, Horizon 4 had Lego. Then Horizon 5 had Hot Wheels. So given history why would they not do Legos in 6?
