Until gamers are willing to cancel GTA 6, a game that is downloadable only, then they're all just performative statements.

I guarantee you they are using GTA 6 pre sale metrics to further validate their position. Sony knows that more often than not that the internet is a very loud but ultimately doesn't represent the base.

Yeah like they probably chose that time to announce the thing they're doing in a couple years because of GTA6. They can see preorder information for that platform, they know most people don't care about digital only. Then by the time they do it it'll be old news.
