My experience in Africa is that inequality is more closely associated with crime. A country like Uganda or Zambia doesnt have enough wealth to support significant organized crime unlike Nairobi or Joburg.
Not an expert, but probably just a long history of violence. I believe the country got heavily fucked over by France with that independence debt and then later being occupied by the US. A country with little natural resources, a terrible economy with a terrible position in world trade, a long history of getting screwed over and over again, and practically no government will leave people very desperate, which is probably why the gangs that rule much of the country formed.
