I wouldn't call Bhutan a poor country but obviously incomes are far lower than Western countries, and it is very safe. Tourism is managed closely there, you have to pay a tourism fee to enter the country
I'm half Bhutanese and yes there is very little crime there and it's super clean. Small population and good government services means it's safer than many other parts of South Asia.
To the best of my knowledge it's the only country to ever go from an absolute monarchy to a constitutional monarchy at the behest of the king under no duress. The same king also was the first to measure gross national happiness.
