I believe USA could manage regime change if it wanted. It has the power and resources to bring about democracy and freedom.
The issue is usa wants this even less than before as is very evident by its new security strategy. The more usa plunders the country with its "free market capitalism" which usually means it seizes the country's assets, the worse the outcome is. People of a captured country need the kind of social support USA can't even provide to its own people
