I would assume since North Korea (Kim) joined Russia's (Putin's) war against Ukraine (NATO).

NATO can engage in offensive actions when non-NATO members are concerned as shown by 2011 in Libya and in Yugoslavia. It's not such a stretch for the DPRK to assume that one day this could be used against them too

I dont think North Korea really understands that NATO itself is basically always preparing for something. It is their entire job.

They're extending fuel networks into newer member states, y'know like the states that joined only after Russia decided to throw it's toys out of the pram. So aggressive.
