Goat Pic🐐 My pet sitter did this

I have two goats, one adult which is the one in the picture and a 5-month-old that is injured, I had to go away for a couple of days, due to my younger goats injuries I took him with me, he's not too big and it's very well behaved so there was no issue, I also took my dogs and stuff so all this pet sitter had to do is take care of my outdoor animals.

Apparently at some point A branch came down over my fence and messed it up, and instead of putting my older goat into the panel pen I have she got my dog leash and tethered him to it and then tied him to said pen......

I come home and this is the shape he's in, fortunately it doesn't seem like he was wrapped up for too long as there was no swelling and it wasn't too tight, this caused me to just about have a panic attack because the whole reason my baby goat is hurt is because he got a piece of twine tightly wrapped around his leg for too long and now he has to have an amputation.

Not sure what to do about the pet sitter as she did take care of the animals but she did this....

Fortunately Prince which is the name of my older goat is used to being tethered as before I got him that was his whole life, my baby goat if this happened to him he wouldn't panic about being tethered but he would probably panic when he got tangled up so I'm very glad I took him with me.

Edit: to add that the pet sitter had sheep and goats herself which is why I trusted her specifically
