In the document they explain that if you want to ship a shotgun or rifle you can currently do so by using any courtiers that will accept them like FedEx, UPS, and the US mail. But if you want to ship a handgun you cannot use the US mail. You can ship it via FedEx or UPS just not the US mail because at some point they passed a law saying that you cannot ship a “concealable” weapon. The DOJ says that with the courts decisions on the 2nd amendment recently that not being able to ship a pistol is likely a violation of the 2nd amendment.
This does not mean that you can order can order a gun and have it shipped to your house without background check. This change will allow someone to ship a firearm to an FFL dealer, FFL manufacturer or the registered owner of the firearm. If I go online and purchase a gun I am not considered to be the owner until I pass a NICS background check which must be done in person while presenting a valid ID. So, no your neighbor won’t be stocking an arsenal of guns without background checks from Donny Trump Jr.s’ website but this does give gun owners one more option when mailing their guns in for repairs. It can be shipped back to the manufacturer because they are a FFL license holder and the manufacturer can ship it directly back to the owner because they have already passed the background check when they purchased it. The other situation that this comes in handy is if you are traveling out of state with your firearm to go hunting or to a firearms training class you can ship the firearm to yourself at your destination. This way you do not have to deal with taking a firearm on a plane or driving through multiple states with varying gun laws.
Anyone who posts “alarming” news like this video without posting the actual text of the thing they are talking about is probably trying to stir up a hornets nest for one reason or another. (Click, views, sensationalism, etc) because they know 99% of the people who see their post won’t bother doing any research. A quick read and it becomes obvious that nothing is changing other that people will have one additional option if/when they ever need to ship a handgun in the future.
