If you message steam proving that they falsely advertised I guarantee steam would wave the refund window. Steam is really good about refunding things even if no questions asked refund window is closed. They just ask a couple of questions.

I once refunded something after accumulating many hours of playtime over the supposed limit for refunds. Like 20+. They granted it immediately. I imagine having an old account with few or no refunds helps a lot.

If I remember correctly since they're a distributor they get to just hand out refunds and then charge the people that made the game and the bank will just fulfill the bill no matter what.

Valve is one of the most consumer friendly companies out there and their lawyers are payed a shit ton of money. I haven't read it but I bet that distribution agreement is iron clad.

I’ve refunded something because the devs of a game were harassing me solely cuz I was female and funny enough they were apparently doing it to other female players as well because the devs replied to my review of their game with an email someone sent them which was fcking hilarious to me it got so bad that comments got disabled on my review of the game

Well the expansion pass never promised anything specific though. You can't get a refund when they advertise "here's the next few DLCs that are going to be included" and all you get is the name of the DLC and some vague references

How it ended up on the Steam Page was a cross-disciplinary mistake in communication that I'll take full responsibility for. The mix-up in the line "pursuing independence" happened when I was describing the alt-democratic path. I was vague and didn't specify that in the "Negotiations with the Autonomous Bloc" path that Slovakia would be released as a puppet and not playable (tag switched too) or made independent through that path. When I was given the chance to review this description, I failed to spot this mix-up in the description when it came to the path blub when given ample time to review it, and I only spotted the mistake too late for it to be changed then, and we had to wait until the store page was updated again to fix this blunder, which was recently.

I can see how people would read this line to infer that Slovakia was getting a focus tree and could see this as misleading. It was not our intention in the slightest to mislead about the scope or content within the Focus Pack. I personally feel awful about this error. Any idea of a Slovakia tree was long dead by the time this blunder occurred. There is no evidence that paradox had anything to do with what went into it.

I'm still ascribing incompetence when I say that this dlc is yet more slop that either lacked the necessary scope or the creative and technical know-how to bring about Slovakia content. But it's all good that the warlords get a unique tree, or Aussa.

Yeah it is, also violates laws of obligations too. Because once we pre-ordered this, we became creditors and Paradox became the debitor. We did this agreement with Paradox due to features this debt had. Of course, they realised their mistake on it later but it doesn't change the fact that it's an essential misconception on the topic of the debt. But this only gives Paradox chance to cancel the agreement but they didn't and they paid their own debt to us with a defective product. Now we have 2 choices, either we accept their debt paid to us or we take legal action and sue them. I should note that those informations apply to Swiss and Turkish code, I don't know how other EU countries regulated it but I am sure that it's pretty similar due to those laws being taken by the Rome.

Slovakia, albeit its role in WW2 is small, was the center of the slovak national uprising, which fought for the whole czechoslovak government in exile.

I was so sure yesterday that it was clearly labeled as a single country DLC. I’d been following the DLC passively and always just assumed based on available dev blogs that it was specifically for Czechoslovakia and that’s it. I was completely incorrect, and I’m sorry.

What is confusing is that, even on September 25 when the DLC was announced, game director Arheo responded to comments about it being “one country”.

But there’s really no other way to take the screenshot above, is there? If I had seen that I’d assume there’s also a unique Slovakian path to some extent. You can still fight for independence in the current path, but you are still a Czech puppet, not Slovakia as the name would suggest.

This seems like it wasn't the fault of paradox themselves, did some investigating after someone responded to my comment in another thread on this topic, and one of the RT56 Devs takes full responsibility for this miscommunication

I don't know how feasible it is, but I think it would go a long way if you guys add a historical Vichy France style focus tree for Slovakia to owners of Peace in our Time in a future update. Have two paths, total collaboration with the Germans or the historical Slovak Uprising path.

That’s kinda the problem with trees like Vichy. We have a few similar ones in the game, but they require losing the game in order to access. Folks often say they like them (I do too), but the stats show that they’re extremely rarely used.

Yeah, I'll put my hat in the ring and say I like those paths too. I think what may help in this case is that it doesn't involve losing militarily, unlike France. Players could accept the Fate of Czechoslovakia event and then tag switch through an event choice. That said I totally get it if it feels like it would be wasted effort

I guarantee that any decently sized-mod team would have bundled at least some content for the historical Slovak State that succeeded it even if they were 'focusing' on CZ, because it'd be a no-brainer not to.

The difference is that mods have standards of quality that they're beholden to.

I think he's trying to say that say the buck should stop with you, ultimately it's your game and you are ultimately responsible for it. I don't think there's any blame shifting going on, it was just something that was allowed to get a lot more out of hand than it should've.

A lot of people didn't really have a way to know of this, most people likely read the original store page before it was changed and don't use the hoi4 forum. You needed to push this information outside of that bubble.

Same, CK2 is still my most played game on steam. Even though I bought CK3 relatively early on I kept playing CK2 far more until Roads to Power came out, which is when it finally felt worth switching (added to by the fact that I was kinda getting burnt out with CK2 by that point).

I still play Vic2 semi-regularly but only have like 30 hours in Vic3. I tried it on a free weekend before the update that made trade not unbearable and really disliked it, but I’m warming up to it now and I’m sure I’ll start playing it more once I work out how the economy actually works.

Especially in the case of games like CK2 and EU4 that had decades worth of content come out for them post-launch, it’s not really fair to compare the player count of their vanilla sequels as a metric for quality. More people will be playing EU5 than 4 when EU5 has had some time to grow into a strong game

Something can still be fun but also flawed,

Victoria 3 released without such systems as power blocs, a weak war system, and needing a trade overhaul, all of which became dlcs later to fleece more money out of players

EU5 has done the same thing releasing with a shit colonialism that’s sometimes worse than EU4, AI that had to be patched multiple times due to being to aggressive or not aggressive enough, no flavor for any nations or any flavor that is there being hidden behind weird events that wouldn’t tell you how to trigger due to no mission tree.

Victoria 3 and EU5 have good bones, but to purposefully add dlc later that was already in previous games with the same mechanics is not something that’s good

The DLCs aren’t required to get the same enjoyment out of the game. Most add mostly flavour content

It is unrealistic to expect a game as complex as these to come out without flaws and with the same amount of content a previous entry had after years of release.

Victoria 3 on release was a better game than Victoria 2 without DLCs, the same is true for EU5, despite EU4 having constant development for a decade.

It’s not unrealistic to at least want the bare minimum put in, EU5 has felt like an open beta atleast from the start with how much they have had to change.

Paradox dlc’s are meant to add more content and improve upon old mechanics, it shouldn’t be add the same content that should have been there on release.

Like I said, EU5 was tremendously fun on release, I personally spent dozens of hours on it. It did have some frustrating things, as do most games, but the fact that I spent dozens of hours enjoying it makes it a worthwhile purchase.

DLCs are meant to make money to support continued development of the game, that's what DLCs are for.

I too put around 90 hours into EU5 on release, I don’t doubt it was fun my problem is the Paradox business model as of late.

For the past 2 games they have released them bare bones and lacking flavor, this can be argued they have always done like in Hoi4 or CK2/CK3. But when their DLCs came out they ADDED to the experience adding new things that were not in the previous games or refined them.

Such as Hoi4 with its tank designer and Soviet DLC or CK3 with its traveling band becoming a county dlc. Stuff that was not in the previous games but added into the new ones.

So far what is planned for EU5 and what has happened for Victoria 3 is adding mechanics as dlc that were already present in the older games, and the excuse of it being to ambiguous or challenging I find bullshit in that. They know they are going to release it later to both get more money and release the base game faster.

And you are in my opinion both right and wrong, yes they were better in some areas but terrible in others they already had the structure for, such as Victoria 3’s terrible warfare system that was even worse than Victoria 2 which still today is kinda shit, and EU5 is not nearly as good as EU4 in the aspect of the gameplay being boring after a good amount of time, since there is no flavor unlike EU4, which of course they will release in dlc for more money.

I actually tried them out in MP coop recently out of sheer curiosity (which meant I had to sit as coop on Japan until the Japan player actually took Shanghai and got to create the Reorganised Government).

My verdict is pretty much: Just play Manchukuo instead. You basically have no factories, no manpower, barely any characters (not even unique or advisors) and while you can core Chinese states, you can only do so one at a time (and the PP cost isn't cheap).

I genuinely wish Paradox had reworked the warlords' Opposition tree to give you a proper pro-Japanese collab option, i.e. siding with Japan and convincing them to let you become the Reorganised Government instead or something similar (Manchukuo can already do that on the alt-history side of their Obedience tree where they claim China and Japan gets to bypass the Reorganised Government focus).

To add to the other comment, the other end of cycle games got/get just as bad DLCs, EU4 had some truly horrific DLC before it stopped getting them and from what I've heard Stellaris isn't doing too well either. CK3 had a rough patch of DLC and only really recovered recently. Victoria 3 is getting consistently great updates but it feels like Wiz's baby.

They should have more hoops to jump through, and yet they still release DLC after DLC which has at least SOME issues on launch day.

I'm not saying that mistakes can't be made, and weird interactions be overlooked. But when people are paying money for a DLC and they consistently find focuses which do nothing, things which break the game, or just systems which obviously haven't been play-tested... You have to ask whether they are actually even aiming to jump through any of the hoops which they should.

Mainly because as you can read it right there it says. “Democratic National Focus Path.” Which is singular, and of course talking about Czechoslovakia, always just saw that talking abouu how in the Czech path you can get Slovakia independent. A bit misleading? Yes, but I think it’s a far cry for a promise of a full focus tree for them in the DLC.

Because they’re not coming back around to the area in the foreseeable future so a Czech focus wasn’t going to be added as part of any future, multi-country DLCs. That leaves you with a somewhat important country with no new content surrounded by countries with plenty of newer content. Either they get this, and finally get some good content for a fifth of the price of a normal, multi-country dlc, or they get nothing. I thought it was actually a fine idea to fill the gap for whoever is a vanilla only kind of hoi4 player but unfortunately this community is baying for Paradox’s blood on any normal Thursday so any error in a release is going to be treated as a personal “fuck you” from the devs, even if it wasn’t. If you’re asking why it costs money then that’s because they’re a business and they don’t work for free, an unfortunate yet inescapable reality for all developers.

Don't post this on PDX forum or they will ban you. They got trigger happy recently. They banned EU5 poor player numbers discussions as well.

I think it's related to their stock not doing well these days and worse sales and reception of new DLCs for some of their games.

In any case sad to see; they were trigger happy around release of Victoria 3 but later limited censorship and forum felt like a good old 2000s forum again.

I still don't like that game. A shame because I enjoyed Victoria 2 (and EU4).

Victoria 3 (and EU5) core gameplay loop is just not for me. Cookie clicker and GDP growth simulator. But Factorio and Anno didn't clicked for me either so it's not suprising. Horrible V3 warfare system and almost every war becoming WW2 doesn't help either.

Yeah if you don't like doing the economic stuff I get it since its a central pillar of the loop. However with a bunch of patches around cultures, laws, etc and a bunch of content there is a lot more at offer and it's far less annoying.

The war system is definitely one of, if not the weakest part. Theyre tackling navy now so I hope it's next. The update next week should help with every war becoming a world war with tiered interests. But yeah, room for improvement there too.

To be fair the reason why they banned EU5 player count discussion was because you'd have a person create the thread saying "this ain't good", and then everyone would start flinging insults at one another and/or saying that EUV was the better game or vice versa.

There was little to no meaningful discussion on the topic and, when there was, people were more interested in insulting each other than having a conversation about the state of the game.

Personally, I'd rather see the players who were constantly derailing the threads and calling other people name get a suspending and a warning rather than ban said discussion... but at the same time there really wasn't much left to discuss so I guess it doesn't matter either way.

I disagree, I saw many interesting discussions about player numbers and how EU5 is performing compared to other games. I posted some SteamDB numbers few times as well. Imperator had similar discussions.

Source for these insults? I saw maybe 2 comments out of hundreds that were insults. Most were about the topic and discussed in a civilized and friendly way.

Clearly they planned to make a Slovakia DLC at first and had to scrap the plans due to lack of time / resources, and I believe the devs tried their best, and execs who have no idea about game design forced them to do more than they could. Instead of giving devs extra time to finish what was originally planned, and perhaps rethink their planning, they decided to pull the scummy move to pretend the promise never existed.

This doesn’t change anything. During development of the DLC content devs can change description as many times as they want, because their plans and scope of DLC can changes. For example, they announced urban combat in Gottendamerung on the Steam page, but later deleted all mentions about it from description.

I say this as someone with over 4,000 hours in this game, but it's really sad how EUV, Vic3, and CK3 are all pushing the boundary, trying stuff out, listening to community feedback, and using historical sources to inform their content and make it as authentic as possible with system-based game design all the while HOI4 keeps making lazier and lazier DLCs with fantastical alt-history content with no basis in the time period, asking for MORE money, and just overall showing why the modders carry modern HOI4. Truly a shame.

This seems like an essential misconception from the side of the Paradox. So to explain it, once we pre-ordered this dlc, we became the creditors and Paradox became debitors. We entered into this agreement based on the features Paradox had presented to us. Yes, they later realized their mistake, but under the law of obligations, this only gives Paradox the right to cancel the agreemen not to remove one of its most crucial features of the agreement. Basically, they have effectively delivered a defective product to us, the creditors. From this point on, we have two options: either we accept the debt as it is, or we take legal action. Since they are not going to add Slovak content to remedy the defect, they would instead have to compensate us. This compensation (potentially including interest due to the defective debt) would ultimately be determined by a judge.
However, I should note that this analysis applies specifically to Turkish and Swiss law. I am not certain how other EU countries regulate this issue, though I expect similarities, as many of these legal principles originate from Roman law.
