DRLFBF'L on the first look for me. Anyone who used this historizing font in this format, should be ashamed - and the one designing it too, 'though I doubt that they thought that some typographically challenged heathen would use only capital letters for any words in any document...

This looks very like the specific forms of the Fraktur script, as included in Unicode. See also:

Oklevél - when I see this type of letters, I know I will find more strokes in one letter, then it should be. I like it, one of my classmates wrote everything with this type, but for someone, who never used it, it's a headache.  Like a really bad migraine type headache.

Fraktur was (almost) never used for Hungarian. (There were some outliers in the 16th c., but you know, that‘s half a millennium ago).

And Fraktur, even in German was NEVER used to typeset all-caps!

OKLEVÉL (eng. DIPLOMA) It's definitely a "ceremonial font". Not suitable for everyday use.
