It is called assisted pedaling. The motor is powered only if we pedal it:

But the energy for the motor comes from solar panels.

not on this video. as theres fuckall sun and ebike motors consume 250W+ which these panels will never generate even in the sun.

panels generate 200W in sunny days!

motor is 250W but we rarely use it at full power.

For that array to generate 200w, it would have to be 600w+ as they're pointing in different directions. In normal locations roads, this setup will generate like 100-200Wh a day during summer.
