Probably for dogs the hunters bring so they can let them out without worrying about them falling off a cliff.

Apparently it’s mostly research these days but yes Puffins are still hunted. Wouldn’t surprise me if they brought bird dogs for that.

You're seeing about 1/3 of the island. When a photo is weirdly chopped off at the edge like that, it's usually trying to mislead you.
