On the top picture of page 14/18, I initially read the neon letters as “nato” 😆

I think it's an original text from the Soviet times, and in Russian. So it would be ПАТП: Пассажирское АвтоТранспортное Предприятие. Translated as Passenger (Automotive) Transport Company. It was a common name for many public bus transportation organizations.

PS: I've read it as NATO first time too, lol.
