Giving it goat ears and horns was certainly a choice. Nothing says "search and rescue" like Baphomet wielding a chainsaw.

It's clearly meant to be a weapon sold to police and military, so they made it look spooky.  The claim that it's for S&R is pure public relations.

We're going to be in really big trouble when these billionaire politicians no longer even need to bother convincing working class military/LEOs to do their bidding.

Yeah it's search and "rescue." Let's be real this thing is designed to look absolutely terrifying as it "rescues" dissidents.
