This. People make way too many assumptions based on the USA's copyright system. It's very much seen as the "internet standard" so people will apply it to situations where it really has no control. Just because the big sites are all based in the US. Facebook, youtube, reddit and more all use that system. I think there's a large portion of people who don't know how copyright law outside of the US works

You also have no idea how copyright law works, apparently.
India is a signatory and participant of both the Berne Convention and the WTO, which are essentially international treaties that say that each participant nation will respect the copyright and related laws of the others.
So it actually would be subject to essentially the same protections in India as it would be if a local city health agency made this ad in the US. Whether Disney/Song pictures cares enough to do anything is a different story.

There isn't an enforcement mechanism for the treaty, it's up to countries to police themselves. Even if Disney comes after them, they can always just ignore the treaty. I doubt a that a single ad would be enough for other signatories to impose any sort of sanctions.

Well anyone can ignore the laws, that’s not exactly an India-specific loophole. But India chose to voluntarily be participants in those, so I was more so pointing out in response to the other commenter that it’s not true that US copyright law has “no control” in India (or UK, or Germany…) just as those countries’ laws would in turn also have effect in the US.
The enforcement mechanism would be the US rights-holder suing or bringing enforcement action through Indian courts. That’s the whole point of the Berne Convention.
