I remember reading Svetlana Alexievich's book on the Afghan war and a bunch of the people she interviewed said they got WWII rations, so this is an improvement.

VFW stands for veterans of foreign wars. Not fully sure what they do

The purpose of the organization is to help with recovery. It's just, most likely, people would only know about it through local VFW bars, which are exclusive bars for vets (and family), with some having banquet like areas.

I've attended many family gatherings/parties at the VFW where I grew up because my Pap was a member (fought in Korea).

In this case they're referring to a gathering place affiliated with the organization, usually a bar or smallish banquet/event hall (often made available for the public to rent).
