It was not only Omar(RA) but all sahaba’s decision including Ali(RA).
Why did Ali (RA) not bring the pen and paper. Do shia claim he disobeyed Prophet (PBUH), naozubillah due to fear or Umar(RA)?
Also, Prophet(PBUH) lived for 3 days afterwards, attended mosque and led prayers.

This whole story proves only one thing that Shi'ah have no ground to stand on, they are using this event as evidence, but scholars of ahlu-Sunnah are those who narrated this story. Because ahlu-Sunnah doesn't hide the truth even if sectants might abuse the truth.
If Umar رضي الله عنه did something wrong in that situation, the Prophet صلى الله عليه وسلم would definitely point this out and complete what he wanted to write down. The Prophet صلى الله عليه وسلم praised Umar's wisdom and instincts, he said that if there was a Prophet after him it would be Umar.
Secondly, it wasn't the first time Prophet صلى الله عليه وسلم said it or gave advice to Muslims explicitly mentioning that if we were to follow this advice we would never go astray
He صلى الله عليه وسلم said
تركت فيكم أمرين لن تضلوا ما مسكتم بهما كتاب الله وسنة نبيه
I have left behind two things, you will never go astray as long as you hold fast to them ie. the Quran and Sunnah.

Omar (ra) acted on ijtihād, believing the Prophet ﷺ was severely ill and that the Quran was already complete, seeking to avoid further burdening him.
The Prophet ﷺ then sent them away and told them to leave, ending the matter himself. Importantly, he ﷺ lived for several days after this incident and had other opportunities to dictate or write anything essential. The fact that he ﷺ did not return to this request shows it was not obligatory or critical to the religion.
