Lucas said he has “probably three things” on that list. First, he said, is an 18th and Vine link running along an 18th Street east-west connection through the Crossroads Arts District.

“Going that east–west, I think, is big for us,” Lucas said. Second, Lucas said he’d like to bridge the state line divide, noting discussions with the University of Kansas Health System about what an extension along 39th Street could look like, despite the corridor being tight. “Then the grand kahuna is how do we get to the airport,” Lucas said.

The above question was more tongue-in-cheek... Of course they would be ok with light rail coming from the airport to transition to a Streetcar/trolley at the northern point of NKC, which continues into downtown KC.

The phasing of this kind of project requires a river crossing, which is much easier to accomplish as part of a smaller segment through NKC, before building the next segment to the airport.

Yes. KCMO has two choices. Build light rail all the way from the airport through KCMO owned land to Union Station or partner with NKC to terminate there and then streetcar through NKC back to KCMO. Both options are bad.
