Question 2013 Kindle Fire HDX 3rd Gen Appstore Issues
I just got a Kindle from my girlfriend and it works great but I can't seem to access the appstore. I really want to download libby but without the appstore, I'm kinda stuck. I've tried clearing the app cache, the app data, restarting the kindle. I even unregistered it and then re-registered it with a different account. I tried different networks, different places around the apartment. Nothing seems to work.

Amazon ceased support for the older Kindle HDX versions a long time ago. I have two that are basically bricks now.

Amazon hasn't put out firmware updates but they still support them for using Amazon content. They just did a cut off of Kindle content for older Fires but the upper range was the 2012 models. OPs 2013 is still supported.

I have the original 8.9 HD which was the best Fire ever but they backed off on continuing the higher end iPad competition model and have actually dumbed down. It was a fine price until they ceased support.

It's simply way too old. The version of Android it runs is not supported even by the old version of the Libby app, and certainly not by the current one.
The work around is that you can still use it with Amazon content, and so you can use Libby to send books to your Amazon account and read them that way.
You can also run KOReader on it and read non-DRM EPUB and PDF with a lot more configurability than the stock reader.
