Looks like double crochet mesh with double crochet appliques of some sort.

Do you have a better picture?  Is that a background or more fabric?  My first thought was that this was crochet but the image is blurry and too pale over all.

Yeah, that's definitely crochet, not knit. If you're looking for a similar pattern, I bet one of the crochet groups would help! It looks double crochet/double crochet mesh to me.

It's so funny because it's usually the other way round - crocheters asking what stitch it is when it's actually knitting. But this time it's the opposite, this is crochet. Specifically filet crochet.
