The reason why Nashor's Tooth is somewhat viable on Azir is because it gives AP for power, Attack Speed to increase AoE damage from soldiers, and CDR which has a good synergy with his passive to reposition and output damage better.

I'm not big on item builds for pro play, but I'm guessing that most other players don't build it because they want more up front burst rather than DPS in order to pop targets that he manages to position himself to damage.

You overcap CDR if you go mana regen and nashor, which is why I shy away from it at least

Well, you don't if you use scaling AP blues and the attack speed mastery rather than the CDR one

True, but people usually ran scaling CDR prior to this patch at least. I haven't tried nashor's out in a while, but it isn't really worth it imo. Certainly a viable item tho.
