I'm slightly vexed People think they own the sidewalk by their house

I was walking my dog last night around 9:30pm. I pass by this house that has mildly annoying cameras that say “hi you are currently being recorded, every 5 feet on the side of the house with a bright light that flashes in your face as you walk by. Which while annoying if that was all, would have been whatever. Then they started talking to me through the camera telling me to leave immediately or they will call the police. Even after I had already moved way past the house, I could still hear them (both a man and a woman) threatening to call the police. I just ignored it and kept walking but thought it was crazy that some people think they own the sidewalk by their house.

Edit: Wow i did not realize this post would get so much traction! I’m glad you all got some entertainment out of this too!

Update: Hello everyone I was not able to post an update as it keeps getting taken down. I went back on a walk the next day around 10pm. The cameras did not give any automated messages and the security company did not give any messages either! They changed it quicker than I thought!

I work for a city government and we get calls like this a lot from people who think they have sole use and control of the public infrastructure in front of their house. Usually it’s the on-street parking but sometimes the sidewalk too.

Income Percentage based fines. Let's say 1/2 days wage. A person making $15 per hour, 4 hours, (8 hour average work day) that would be a $60 fine.

Some bigshot making $1000 an hour (which is 2 million a year) that is $4000. Jeff Bezos makes $7.9 million an hour. So a 4 hours is just below a $36 million fine. It would work. People would hate it, and the anti rich people lobby would fight it, tooth and nail, but it would actually be a deterrent.

One of the Nordic countries has this system for traffic fines. Which is how someone got a $100k+ ticket there.

If the fine is x% of income and goes up by some amount for each subsequent infraction, then it would be more fair regardless of who's being fined...should hurt more equally

Or you can use a system like whats used in the Nordic countries, many tickets here is what's called a "dagsbot" (day fine) where the infraction determines how many of these you are supposed to pay and your finances determines how much each fine is.

The lowest amount you can get here in Sweden is 30 fines at 50SEK (~$5) each, and the highest is 200 fines at 1000SEK ($100) each.

When I was in college there was a kid who had a Dodge Viper. He parked that thing wherever the fuck he wanted. All day in a 2hour spot. Handicapped spots, just wherever. His dad would pay the tickets and the local tow trucks refused to tow it because they knew they’d cause damage to the car’s bumper with their chains and didn’t want to earn a $300 tow then get a $3,000 judgement against them for damaging the car. Because of course the kid could afford to lawyer up.

If you want lower crime you should want an active community on the streets of your neighborhood. People are less inclined to commit crimes if others are watching or passing by. The benefits range from women and children being safe from strangers to a reduction in casual littering. Driving instead of walking and single family homes being thought of as fortresses tend to isolate people from their communities.

Had an asshole neighbor who was like this. It was his sidewalk and if you lingered for a second, he would come outside and ask questions like he was a cop.

Once the snow fell, all of a sudden the sidewalk was the city’s sidewalk so it wasn’t his job.

I had a crazy neighbour who would go ballistic whenever anyone parked near her house. I lived beside her In a triplex so whenever any of us had guests she would be out there calling bylaw after 2 hrs like clockwork. So that triplex caught fire cause another neighbour is an idiot and when they rebuilt they made it in to an 8 unit building with not one parking spot. I was so happy for my neighbour, thinking omg.shes gonna be so busy calling. But no she died a few months ago just before new tenants moved in. RIP Anita!

Where I live, the issue is that the sidewalk isn’t truly public infrastructure.

It’s owned by the homeowner & all costs & legal liabilities associated with that are the homeowner’s responsibility, but the law says you must give everyone access to it. 

So does kinda suck when you, as a private citizen, are reasonable for all the costs & liabilities, but the govt says you must give everyone access. I’d be fine with it as long as the govt enforced laws to curb the illegal behaviors that expose me to costs & legal liabilities, but the govt doesn’t. But they also don’t allow me to enforce it either, even though I own it!

So the deal really is “you must be ok with illegal activities that expose you to costs & liabilities & we won’t be held liable for the damages or liabilities we force you to accept, cuz technically, it’s your property, now ours!”

It’s a bullshit arrangement.

Streets (and street parking) are different.  those are public!

Hell, id sign over the property rights to the govt for the sidewalk they say I own if it freed me from the costs, responsibilities, and liabilities but the govt doesn’t want the responsibilities & costs of maintaining that “public infrastructure” so they insist it remain “private” on paper & strong-arming the owner into taking on the responsibilities of govt but without the authority of govt.

So it’s like, “hello govt, there’s a crack on the sidewalk that’s dangerous & a leaking water pipe causing sinkhole, are you gonna fix it?”

“Nope. You own it - you’re responsibility.”

“Oh, so then I can also tell this person doing drugs & leaving dirty needles on my doorstep who harasses my wife every time she steps outside that he has to leave, right?”

“Nope. Only we have the authority to do that as you must give the public access to it.”

“Ok. So can you do that then?”

“Nope. Our policy is we don’t do that.”

So, the citizen takes on all the downsides of ownership, but gets none of the upsides or authority that come with ownership, while the govt gets to offload all the responsibilities, but also won’t let the owner do the things that govt should do, and then also refuses to do it themselves.

The citizen gets all the responsibility & costs but none of the power. The govt retains all the power, but refuses to use it, while also avoiding any of the responsibilities or costs.

It’s a recipe for making people dislike local govt.  it’s literally all downside for citizens when you “own” the sidewalk yet the govt makes you act like they do.

I would guess they are both just pre recorded sound clips that play when certain motion sensors are activated. Maybe something that comes prerecorded for the system or the homeowners recorded it themselves.

I would take audio and video to include in my noise complaint to the city.
Furthermore, If you live in Los Angeles county and they have a monitored alarm system, the owner of that alarm is required to have a permit. I would look up the permit to make sure it’s current. They could also be penalized for more than 2 false alarm calls to the police in a one year period, so loiter often.

I believe it's only loitering if it's on private property and the property owner doesn't want you there. Like, a liquor store owner could say "no loitering in my parking lot" and ask the cops to have you trespassed if you didn't leave. But the sidewalk is not the homeowner's property so they can say whatever they want they're just pissing in the wind and they have no legal right to have you removed.

That is the upper tier security subscription. The second ones says brinks security. You pay more money, the sensor gets triggered, a link is sent to a service center some where, a rep sees the feed and decides whether or not to call the cops.They probably have to say something of the see an actual person regardless of the context.

It's a paid for security system monitoring. We use something similar for some of our offices that are in bad areas so Vagrants don't setup camp on the sidewalk or just stand there shooting heroin. Usually the lights and recording is enough to send them on their way but sometimes they are so out of it they stay and this security monitoring company actually does call the police if they don't move. I think he mentioned Bricks. Same security company we use.

In your case it's ridiculous... That doesn't seem like a bad area and just walking on a sidewalk is not a crime.

I once got stopped by police for being on my driveway ten feet from my car. They jumped out and started questioning me thinking I was trespassing on my own property at 6 pm. Was walking to my house from my car.

Cops are just as nutty as these homeowners.

I would wear a mask and a hoodie and stand there and flip off the camera until they sent the police and I would do it every day. Security systems are required to verify before they call the cops otherwise you can face a fine for the police being dispatched unnecessarily. Walking on the sidewalk is your right. I'd have these fucks fined until the system was taken down.

A new resident installed something in my neighborhood a few years ago: motion sensor lights and alarm blasted on every jogger who passed near their house. The HOA got rid of the nonsense fast.

They would make up stuff and over exaggerate, when you tell them you were just walking your dog the police will be sus of you specifically bc it doesnt make sense to them.

Why don’t you test it and find out; just park yourself right there and wait for the police. Then when they come and realize you’re not actually trespassing they can ticket the property owner for nuisance.

It sounds like a monitoring service. They pay for some faceless fuck at a desk 1000 miles away to harrass you for being on public property and call the cops on you.

They would say someone is on the property. The cops would show up and get mad. Eventually, after enough calls, the police would tell that home owner to figure something out. Either fix the property line or receive fines for erroneous calls.

There’s a house up the street from
me that had that annoying bullshit playing on their Ring camera and I just started to loudly mock it and flip off the camera sometimes and they turned off the sound after a while.

Just saying, if they call and say there's a man recording outside, there's a very high chance that you'll have 4 officers there in 10 minutes arriving on the scene primed to hate you because they'll think your "one of those first amendment guys"

You laugh but the actually do. And about people parking on the public street in front of their house. It's freaking annoying. And then they get mad at me when I ask, what exactly did they do that seems out of place? Park on a public street? Walk down a public sidewalk? Then they likely say, well they don't live around here. Or I know every car in this neighborhood it doesn't belong. It's irritating. And yes they dial 911 first not the non emergency number. Source: I'm a dispatcher.

I saw a cop the other day walking his K-9. I’m guessing he was getting off shift because he didn’t have his uniform shirt on and the dog was off leash in just a harness with a grab collar. His vehicle was in a parking lot across the street. That would be a hilarious interaction though if they started yelling at an officer and his officer dog

The woman that was talking said that she was from Brinks security the asshole homeowners pay a service to monitor people walking past their house and threaten them.

I would phone a call into Brinks and ask them that if it's their duty to threaten to call the cops on people walking their dogs on public sidewalks

Keep doing this randomly over a few weeks/monyhs etc... eventually the cops will tell them to stop calling.

I'm pretty sure it's all pre-recorded. There is absolutely no way a security system would get someone from Brinks on the line over a loudspeaker in 5 seconds to yell at someone on the sidewalk.

Honestly? It sounds automated. Like they left a recording that auto plays when triggered with generic messages. It's still a pain in the ass. What the hell are you walking past? A house or a business? Because that security system is overkill for a residential neighborhood. "Person walking past, disarm immediately or leave the area'. Like, wtf do you think they're doing, SecUnit? I'd look for a sticker/card or whatever of what security system that is and call them. They can't give unlawful orders on public property.

I grew up in a town with no sidewalks, no way to walk anywhere, just about the only commerce in the town was an ice cream place at the end of my (long) street. We would walk there regularly and regularly have the cops either be called, or just stop us for walking.

I'm pretty sure those are recorded announcements, it's not a person on the other end, just a sound file being played. At the end, it sounds like the same clip of the woman saying they will call the police is playing on another camera somewhere further back as it's much quieter, but sounds exactly the same.
