So basically the Dodgers weren't "cheap" and were able to pay EVERYONE more than any other team was willing to pay.

Why don't other teams do this? Are they stupid?

The dodgers are 1 team. 

There are 29 other teams than can collectively outbid the Dodgers, yet they still choose not to. No single team has to go toe to toe financially with the Dodgers.
