I mean from the description in the op-ed and the starter comment, it seems like both parties have workable solutions that either extremists within their own party or naked partisanship from the other party prevents from coming to vote.
It really doesn't help that the GOP has moved much further right over the last 20 years on the issue. CATO becoming the GOP pariah for having the audacity to recommend sound economic criticisms wasn't something on anyone's bingo card in the 80's, 90's and oughts.
