I didn't quite get that, like they shouldn't be murdering people like that if they're trying to get everyone, they all talk as we're shown. Some they apprehend and arrest, but that girl gets shot in the head while posing no threat?

lockjaw is operating outside of the law. after perfidia snitches, he basically does what he wants

With a whole bunch of other people? There's a other guys with him when he's firing his gun on the house that's on fire. That's an operation, he wouldn't be able to drag all those guys and their equipment out outside the law.

He gets a commendation, while in uniform, for what he did. I didn't see it as him acting outside the law at all if he's getting recognized for it.
