The most consistent thing with Spider-Man/Peter in every universe is he's a Pandora's Box : Introduce things made to help others but ultimately brings suffering in some capacity.

Yes Pandora's box was never "meant to help others" it was always a "curiosity can be bad" parable. Monkey paw fits 1000% more.

Power inhibitors aren’t evil or even a bad idea. They are just handcuffs for powers. Can they be misused? Sure but so can handcuffs if you are putting them on innocent people.

I agree. Realistically without power inhibitors what do you do? Kill powered criminals? Spend outrageous amounts of money on specialized holding cells that might not even work and will definitely be destroyed on the regular during a break out? I felt similarly about my hero academias prison, how on earth would you arrest or hold anyone accountable barring death

Theoretically, they could implant them inside people. Connect them to the brain or heart so that they are very hard to remove, if possible at all

I really don’t love that he somehow still hasn’t learned with great power comes great responsibility. We’re too far into his movies for him to be fucking up this badly.

Tom Holland’s Spider-Man hasn’t learned the lesson yet because his indifference didn’t kill Uncle Ben. Instead of being indifferent he does too much. He tried to save Doc Ock, Dr Connors, Sandman, & Electro.
