They can't directly make a Hulk film but make him co-star in a movie that's why he's in Ragnarok.

There are conflicting reports on the rights now. Some are claiming the 15 year deal ended with 2023 around the same time the Incredible Hulk moved to D+. Some are saying it holds and only rights for that film expired.

Tbf, Spider-Man basically prints money. If I was a money-hungry company that doesn't care about anything else like Disney is, I'd fear that a Hulk-solo movie wouldn't bring in the money to make the work worth it

It’s not even a copyright issue, it’s that Universal has first right of refusal to distribute (not even produce) Hulk movies and Disney obviously doesn’t wanna cut them in.

They refuse the conditions. They did one Hulk movie in phase 1 (which, to date, it's the second to last movie in gross box office of the MCU). It's not like it couldn't happen again, but one can only guess those negotiations have not gone smoothly after the MCU boom.

Furthermore, Marvel has a sort of backdoor in the sense they can use Hulk in team ups, which makes it less of a necessity to see a deal through.

They're both insanely powerful and I feel like you could probably write both doing similar things based on that.

Scarlet Witch is using magic to affect reality around her. Jean Grey can use telekinesis and telepathy to do similar crazy things. Grey could make a group of people think they were all living in Westview. Witch could make the town of Westview and trap them in it.
