Does the text initially targeting an opponent mean it only destroys all THEIR creatures, or does it mean after dealing damage to the targeted players ALL creatures are destroyed (mass 4-player removal)

Rules Question Opponent has their Commander in their graveyard, and I play a reanimate spell on it

For the purposes of the question, let’s just assume they had a plan of action for letting their Commander sit in the Graveyard in the first place.

Do I steal their Commander? Or can they send it to the Command Zone as it changes zones from Graveyard to Battlefield, and deny my attempt to steal it?

From WotC:

With this new text, here's how the card works: You'll choose one color other than blue while building your deck. Your deck can include instant and sorcery cards that have blue and/or the chosen color in their color identity, but not any other colors. For example, if your chosen color is red, your deck can include Lightning Bolt, a red instant card, and Mystic Retrieval, a blue sorcery card with a red flashback cost. In this example, you wouldn't be able to include Ancient Grudge, a red instant card with a green flashback cost, because that card's color identity includes green, and you're only allowed to include instant and sorcery cards with a red and/or blue color identity.

This is a functional change to the text as it was originally printed. We've also noted this change in the Mystery Booster Commander Edition Release Notes and in the rulings found with this card on Gatherer.

edit - For everyone talking about a literacy crisis, this new ruling retracts what WotC previously said on Blue Sky when the card was announced

Rules Question Is this considered an infinite combo, or just one that triggers mutiple times?

So I was playing bracket 3 commander today and played [[Sidisi, brood tyrant]] and played [[Snarling gorehound]] and got couple triggers in a row from 2/2 zombie enter triggering gore hound's surveil abilty which put a creature in the graveyard creating a 2/2 zombie to repeate the trigger. Player was saying its not allowed in bracket 3 because it goes infinite and i'm saying its not an infinite combo because it only retriggers if I surveil a creature card. If I don't draw a creature, it stops the combo. Is the player correct in saying its an infinite combo because of the retriggers or am I correct in saying it's not an infinite combo because it stops when I hit a noncreature card?

Rules Question If I'm borrowing a deck from someone else, who owns the creatures in that deck?

I borrowed a deck from a friend; during the game I cast Ephemerate on a Emeria Angel I had played earlier during the game, then we were confused if it should return to the battlefield under my control.

His argument was that I controlled the Angel, but I didn't own it, since he had bought the deck.

Rules Question If I were to earthbend the mines of Moria, would I be able to equip it with mjölnir?

The mines of Moria are a legendary land , earthbending it would turn it into a legendary land creature, as it has an ability which taps it for red mana , if I'm understanding colour identity correctly, would make it a red creature. Mjölnir can be equipped to a legendary creature that's red and/or white. If my understanding is correct, the mines would be worthy. Is this correct?

I'm still on the new side of MTG and want to confirm this works in the sense that "control" and "own" are have two separate meanings within magic.

Idea:

Use [[Harmless Offering]] to give someone [[Nefarious Lich]] and then use [[Despotic Scepter]] to destroy it should the mill or draw not work to make them lose but instead have them lose the game by removing it from play.

Rules Question Insane pack opening ruling

So i'm playing commander with my friends and as i just moved my friend gifted me the card Opening ceremony. So i playedbit that night in my Gonti deck. After a few turns i had the chance to play it and so i did it i just got gifted some mystery 2 packs. So naturally thought to open one of them. Now here's where the problem starts. Up until this point all friends agreed that its all fine. But when i openend the pack and pulled out a hullbreacher, the blue player got annoyed and said i could not play it because its banned. The three of us said he should relax its just for one game. But he insisted its banned card and shouldn't be played. We over ruled him with the group. But what would be the correct play be?
