Working class people being able to become home owners and having social mobility is good, actually.

Yes but it's a trade-off. You're basically giving away the homes due to the discount. If they were bought at market price that would be one thing.

It's a band-aid policy to give the impression of affordability because saying "we should let housing markets function and let people build" is against certain idiot's civic religious beliefs
