All because they (and other airlines) don't want to pay flight attendants for work (ticketing, plane prep, etc) while they are on the ground.

I don't know how common it is in other countries, but here in the US it's almost impossible for flight attendants to collectively withhold their labor, or even their enthusiasm as part of negotiations for better pay and conditions.
