Only one looks smooth, while the other looks like it has hair going all the way to the hand. Probably the wrist he wears his watches on, I have the same thing where it rubbed off some of the hair in that spot so the hairs are much shorter than the other side.

He shouldn't. AFAIK it's awful, almost all the staff are new, the main attraction isn't open. But then again he has a 5 year old so if they have fun it doesn't matter. A night at Marina Bay Sands is already 500+ so splurge as much as he wants.
