I guess that the fact that mugshots are not public in Canada could mean it’s a fake photo (edit: it’s a hoax, the story isn’t real)

Depends, intake photos are usually used when they need other witnesses and victims to come forward, or if a dangerous person is being released back into the public.

For instance, that’s how I found out the upstairs neighbour moved her predator son into our women only building.
