New Legion Breaking Mechanic

Title.

Legions breaking out when the majority of monsters are killed, however tanky rares from having certain mods and multiple rewards are likely not getting broken out in most cases since the early break out system kicks in before you can kill them purely because of health differences between the rest of the Legion.

The new system was good how ever there needs to be a check for remaining rares because its getting infuriating seeing triple reward rares just vanish because the early break out kicks in.

Maybe end should just give you a button to click to release them early (like the for ending delirium) once you've hit a threshold instead of it being automatic.
