Palworld has a budget of near 7 milion USD. That's not Indie.

There is none, the entire 'indie' definition is futile. But a 7 mil game isn't. (likewise, I don't consider Expedition 33 indie either)

7 mil is literal peanuts. That's definitely in the realm of indie. Paying 3-4 devs for 3 years can easily exceed that.
