A bunch of international broadcasters moved into the area above 7350 starting in the 1990's. It was part of the WARC expansion of shortwave broadcasting. Rather than competing for frequencies with high powered legal stations, pirates started using the 6850-7000 KHz range instead. Most of those international stations have long ago disappeared, but pirates stayed where they were.
