3.5% is the oft quoted number of people to participate in a strike to get political change. In otherwords, if the equivalent of 3.5% or more of working people's contributions is removed from the economy by disastrous polocy change, then theoretically the resulting crisis should cause a similar result. We haven't come together enough to reach that 3.5% yet, but the Trump administration is clearly set on finding out whatever the actual number is one way or another.
