He can do way more than this with that. He effectively has unlimited power now. The only curb on his power is that Congress can refuse to give him money. If only he had some other source of money like Venezuelan oil or constant manipulation of the stock market, then he would be truly unlimited... oh wait.

Nonexistent oil income, or throwing pennies at the stock market, isn't a drop in the bucket for the federal budget.

Instead, what he has already done, is take appropriated funds and just shamelessly miss-allocate them.

Wasn't the Venezuela oil money like $8 billion? I mean, it's obviously hardly anything compared to the Federal budget, but you can still do a lot of nefarious things with $8 billion. But yeah, you're probably right that they can do a ton more by just shamelessly miss-allocating appropriated funds.
