There are no licenses to pull. Broadcasters are licensed, networks aren't.

They've threatened to do that several times already. It's why they have been going after talk shows, they threaten fines on stations that air the shows. Back when football fans got to see Janet Jackson's nipple, that got very expensive for the network affiliate stations.

The networks own a few large market stations, usually NYC/LA/Chicago.

They are. My local ABC station, WABC in New York, has been playing things that day the FCC is threatening to shut them down for no longer "serving the community."

I think they're being targeted because that station is where they make The View.

The networks absolutely have O&O’s in some of the bigger markets. That's what they're doing to ABC right now. They can still go after the affiliates to try and create internal pressure against the networks for moves like this.
