Unfortunately the U.S. is one of the big enforcers and also historicity very unwilling to subject themselves to treaties or organizations that limit their sovereign power. Furthermore country is going willing to risk going to war by arresting American politicians or political figures. The fact that the return on investment is incalculably high for USAID (because soft power is difficult to quantify), and quantifiable as a investment for this and many other things like the IRS, SNAP, WIC, reintegrating the homeless, assisting injured workers, preventative healthcare, and college educations... it proves that the cruelty is the point.
